The short answer

No. Zara’s pricing policy says, in its US, UK and UAE help centers alike: “we do not adjust prices for items whose original prices may have been reduced.” If an item you bought is marked down later, Zara won’t refund the difference. What you can do is buy it again at the new price and return the first one within Zara’s 30-day return window, as long as it is in its original condition with its labels.

All three help centers also say Zara can change prices during a campaign, and that prices are the same online and in store, with the price at the moment of purchase being the one that counts.

What to do when a Zara price drops after you buy

Check you are inside the 30 days. Online orders have 30 days from the shipping date and store purchases 30 days from the purchase date. Your order details on Zara show the last day you can return.
Check the item can go back. It must be in its original condition with all its labels, and returned in the same country or region you bought it in. Some items have extra rules, such as swimwear needing its hygiene sticker.
Buy it again at the new price. Order the same item, size and colour at the reduced price first, so your size doesn't sell out while you return the first one.
Return the first one. Take it to a Zara store with your receipt or Zara QR code for a free return, or request an online return from your account, which costs a fee in some countries.
Wait for the refund. Zara refunds an online purchase to the payment method you used (in the UAE you can also choose a Voucher Card). It says the money arrives within 14 days, depending on your bank.

Before you return: the fine print

Same country. Zara says a return has to be made in the same market or region where you bought the item.
Items with special rules. Swimwear needs its hygiene sticker; men’s underwear can’t be returned; items from a pack can’t be returned separately; fragrances and cosmetics go back sealed; anything with special packaging goes back with it.
Fees eat into small drops. A $4.95 drop-off return in the US, £2.95 in the UK or AED 20 home collection in the UAE can cancel out a small markdown. A store return is free.
Exchanges don’t help here. Zara’s free exchange is for another size or colour, not for the new price.

How to notice the drop in time

The 30 days only help if you find out about the markdown inside them. Zara’s Favorites save up to 100 items, but its help page describes no price notifications, so you would have to keep checking.
